Director, PPBMED

Mrs. Doris Amoako Agyapong is the Director of Policy, Planning, Budgeting, Monitoring and Evaluation (PPBME) at the Office of the Attorney-General and Ministry of Justice. She leads the development and coordination of policies, strategic plans, and programmes that guide the Ministry’s work. Mrs. Agyapong is responsible for ensuring effective budgeting, monitoring and evaluation systems that enhance accountability and performance within the justice sector.

With extensive experience in public sector planning and policy management, she plays a pivotal role in aligning the Ministry’s priorities with national development goals and ensuring that justice delivery contributes to Ghana’s democratic and socio-economic advancement.

ABOUT THE DIRECTORATE

The Directorate is responsible for harmonizing and coordinating the development of comprehensive and sustainable policies, legislations, plans, programmes and resource flow to the sector in collaboration with relevant stakeholders.

It is responsible for the design and application of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the Ministry, its implementing departments and agencies as well as the activities of other key stakeholders in meeting the sector’s short, medium and long-term objectives and targets.

The Directorate is made up of the following Units:

    • Policy Planning
    • Monitoring and Evaluation
    • Development Planning
    • Budgets and Resource Mobilization
Policy Planning Unit

The functions of the Policy Planning Unit are indicated below:

    • Study and initiate the review all existing government and policies relating to the Ministry and its Agencies;
    • Write Cabinet memoranda for all policies to Cabinet;
    • Educate staff of the Ministry and its Agencies on all government policies relating to their operations and activities;
    • Coordinate and communicate ministerial policies to all agencies under the Ministry;
    • Supervise the planning and implementation of Donor Support Programmes of the Ministry and its Agencies;
    • Prepare and submit annual programmes of activities relating to Policy for the ensuing year and associated financial budget with necessary justification;
    • Collate and compile quarterly and annual reports of all activities and programmes relating to policy planning of the Ministry and its Agencies
Monitoring and Evaluation Unit

The functions of the Monitoring and Evaluation Unit are to:-

    • Monitor and evaluate sector/sub-sector policy implementation;
    • Monitor and evaluate the projects and programmes implementation of the sector
    • Evaluate the impact of the outputs and outcomes of legal and justice policies on the national economy.
Budget and Resource Mobilization Unit

The Budget Unit of the Directorate prepares the composite budget of the Ministry and its Departments and Agencies, assists in the allocation of the approved budget between the Ministry and its Departments and Agencies and ensures proper use of the Ministry’s budget.

    • Prepares the composite budget for the Ministry, its Departments and Agencies.
    • Ensure proper allocation of the approved budget between the Ministry and its Departments and Agencies and the use of same.
    • Offer financial advice to Management
    • Identify possibly sources of funding for all activities and programmes and make inputs into proposals
    • The unit is responsible for facilitating the process for sourcing funds from donor partners and other stakeholders for implementing programmes and projects of the ministry.
    • It also identifies avenues for mobilizing Internally Generated Funds for the Ministry.
Development Planning Unit
    • The unit prepare the development plans for the sector in collaboration the NDPC and MMDA’s. They also liaise with other agencies, state and non-state to harmonise plans, programmes and projects for human capital development.
    • Harmonize the long-term legal plan as an input into the National Development Plan;
    • Institutionalise strategic thinking, planning and management in the Ministry and all its Agencies.
    • Ensure the development and preparation of a rolling 5-year Strategic Plan for the Ministry and all its Agencies;
    • Establish a portfolio of projects with the view of addressing special inadequacies in the Urban and Rural justice networks and monitor the completion of all projects;
    • Develop a three-year rolling development programme of all activities of the Ministry and Agencies forming the backbone of the Medium Term Expenditure Framework;
    • Supervise, monitor and evaluate the implementation of pilot projects
    • Identify possibly sources of funding and develop strategies to attract resources to the sector
    • Initiate the review / development of legislations for the Sector
    • Collate and compile quarterly and annual reports of all activities and programmes relating to the sector
