Mrs. Ferka is the Director of Human Resource at the Office of the Attorney-General and Ministry of Justice. She oversees the management and development of the Ministry’s human capital, ensuring effective recruitment, training, and staff welfare. Her role involves formulating and implementing human resource policies that promote professionalism, efficiency, and career growth within the service. With extensive experience in human resource management and public service administration, Mrs. Ferka plays a vital role in strengthening institutional capacity and fostering a motivated workforce to support the Ministry’s mandate of justice delivery.
ABOUT THE DIRECTORATE
The Human Resource Development and Management Directorate is responsible for the development of the Human Resource Development and Management policies and plans to ensure that the sector has the right human resource capacity to implement and execute the sector and its sub-sector agenda.
Specifically, the Directorate is responsible for:

- Assisting in the determination of appropriate sector manpower levels consistent with the overall operational requirements of the sector.
- Carrying out sector Human Resource Planning and Development Audit to assess and evaluate the effectiveness of the plans and develop processes to achieve sector policy goals and targets.
- Developing effective sector Human Resource Planning and Development Policies and strategies to effectively manage the Ministry’s Training Institutes.
- Establishing and maintaining systems and procedures for planning and developing human resource requirements for the sector.
- Determining training needs and requisite skills-mix of the different categories of employees needed to accelerate achievement of the sector development goals and the development of appropriate financing plans.
- Compiling and updating records of the training history of the manpower in the sector.
- Instituting measures to provide inter-linkages between sector plans and those of the implementing departments and agencies relating to training and manpower development for their optimum utilization.
The Directorate is made up of the following Units:

- HR Database Management
Manpower Planning and Strategy Unit
This Unit Initiates strategies and facilitates the manpower planning of the Ministry and its agencies. This involves regular deployment, secondments, postings, transfers, and projecting the HR needs of the sector. They also initiate the development of HR policies and legislations for the sector.
Training and Development Unit
It initiates the review and development of career training policies and guidelines. It also collates the training needs identified through staff performance appraisal systems for implementation. The unit also ensures the promotion of staff based on approved requirements. They facilitate the development of schemes of service and identify training institutions developing human capital for the sector, assess their curriculum and make recommendations for changes based on employment demands for the sector.
Performance Management Unit<
The unit is responsible for developing the framework for institutional and staff performance management including staff appraisal and performance contracts/agreements. The Unit also ensure that the strategic targets of the Ministry and national development agenda are aligned with the appropriate human resources.
HR Database Management Unit
The unit maintain and update the human resource database of the sector. In particular, they undertake the monthly validation of the payroll of the ministry and its agencies.
